St. Johns County is outlining its strategic preparations for a proposed property tax amendment that will appear on the November 3, 2026, General Election ballot. The county began contingency planning in May to safeguard essential services, assess capital projects, bolster reserves, and keep residents informed about potential impacts.
A dedicated webpage, sjcfl.us/amendment-3, has been established to provide an overview of the amendment, projections for property tax revenue reductions, and current property tax allocation details.
According to the Florida Office of Economic and Demographic Research, passage of the amendment could lead to significant revenue shortfalls for St. Johns County. Estimates suggest reductions of $68.3 million in Fiscal Year 2028, rising to $136.1 million in FY 2029, and potentially reaching $191.6 million by FY 2032. Additionally, reassessment measures after the election could include $4 million tied to vacant positions and $2 million for positions not recommended for funding in FY 2027.
County Administrator Joy Andrews stated that proactive planning allows for informed decisions to protect services and avoid future resource commitments. The county's preparation measures involve a comprehensive review of services, staffing, contracts, capital projects, and funding streams. Approximately $100 million in capital improvement projects are being placed on hold as part of this fiscal resilience strategy.
